The output of M&E serves as one among the good inputs to the process of decision-making leading not only to sustainability but also to effectiveness and up-scaling, i.e., expansion in depth and/or breadth.

The award system may be introduced as a pilot at the local level initially.Upon the experience of the pilot appropriate decisions may be taken for extending or terminating the program.It is also a case of evaluation or experimentation.

Of course Jimmy,
We used a ranking system for Telecenters, which was like an awards system of credit for their work. Your idea of Awards could be included in TC 2.0, but it's a massive process to go local, national, regional and global level. It's big but TC 2.0 is all about bigger picture.

I totally agree with all the comments posted here. And I would say that a sustained and regular telecentre monitoring and evaluation (M&E) system indeed contributes much to the sustainability and effectiveness of our telecentres and telecentre knowledge workers.

Parallel to telecentre M&E, I suggest, is the implementation of an awards/recognition program that will bring about more sustained enthusiasm among our telecentre knowledge workers, and heightened global awareness on our telecentre movement.

The output of the telecentre M&E program could also serve as an input or confirmatory data to the awards/recognition program.

The purpose of M & E is to determine whether a telecenter reach certiain level of sustainability, if so to understand what made them to be sustainable, what can be learned from them to be replicated in other telecenters.

Similarly if not so, we can learn why they are not becoming sustaianable, and how can we help to make them sustainable ? Therefore evaluation of need to be parallel with capacity building. So that we can create collaborative actions to improve them.

We developed a method and used it to M & E of 60 Telecenters of Uva Province, Sri Lanka which finally helped improving of the Telecenter Network.

There is definitely a consensus that evaluation is critical to measure the effectiveness of interventions, in this case telecentres (it has been reiterated). Also, there are several cases of telecentre evaluations that have been carried out by either the organisations managing telecentres/ telecentre networks, or by researchers. Many of these are available to us. However, it would be interesting to see how have networks have responded to the evaluation results, if they have been able to incorporate the suggestions/recommendations of these evaluations, have they taken necessary steps, post evaluation, that have improved their processes and practices resulting in more 'successful' telecentres? It would be very useful if members can share such case studies- a step ahead on this is definitely more useful.
