About Me (biography and organization description)
Claire Buré is a Project Coordinator for ICT for development research and projects with the Zoltner Consulting Group based in Santiago, Chile. Previous to this position, Claire worked as a researcher with telecentre.org in Ottawa, Canada. She has recently authored a study on gender perspectives in science, technology and innovation policy in developing countries (with a focus on Latin America). Prior to joining IDRC, Claire was based at the Institute for the Study of Science, Technology and Innovation (ISSTI) at the University of Edinburgh, where she worked with a research project on strategies for gender inclusion, and with another project examining the convergence of technologies. Her publications include a study about how homeless people use mobile phones and the internet in Scotland, an article about the global telecentre movement, and a recently published chapter about the outcomes of use of a gender evaluation methodology in telecentres in Asia and Latin America. Claire holds a Master’s degree in Science and Technology Studies from the University of Edinburgh, UK.

Hi. I thought you are out of telecentre community as I could not get you for long time. I am currently working at Bangladesh Telecentre Network as COO. My part time involvement with D.Net still exists and that is completely with GEM adaptations. I am currently doing a research on GEM in rural ICT project.

I don't know your level of involvement right now, but eagerly want to have some of your time to discuss some research issues with you.

Please give me your opinion.

Yes Claire,

I have always seen INSPIRING people who work in telecentres as a critical component of reaching services to the INDIVIDUALS. But when I look back and see telecentre managers part jobs due money issues, I wander whether the Key we are using is comprehensive enough to push tcs and tc people forward... OR it is just like the Gun and the bullet where inspiring in this case is the Gun missing the bullet...:)

At the same time business cybercentres survive where social tcs have found thick to survive. Seggregating factors - you can see that business cybercentres see each client as an individual. Thus customer care, service packaging and delivery, marketing strategies... purpose to reflect the individualism of each client. That forms the basis of their day to day work and success.

Simplistic, sounds the urgement... who will handle the social angle? But what is the use of addressing the social angle with a faster but sinking or sinker boat while slow moving but floating boat is available? Why not get the tar in the slow moving boat to fix the sink factor of the faster moving boat?... But who knows the tar in the business cybercenters...:)
