I think that it would be best if you could properly outline the needs and the consequent goals of your project in a proposal paper which you could endorse to fund agencies/telecentre donors for possible funding.
I am working on setting up free classes for people, via the internet, through the Africa-Virtual-School.com but still need to be able to find grants and funding to support it. I can assist with free classes and instructors, but your students would still need to be able to find internet access. Would free classes help? I am also setting up free webpages through Africa-virtual-school for each telecentre so that they can promote their own classes. Please let me know how I can help.

That really is a challenging problem. It also depends on the current situation, and what the people living in that rural area really want. Do you have good contacts with them? If they can formulate an (initial) project goal, then that would be the point to ask other people how they can help. This is how I see it, will this help you any further?
