telecentre.org

As some of you will already have learned, telecentre.org has reached an understanding and is in the early planning phase with the Commission on Information and Communications Technology in the Philippines to devolve its Secretariat. Together, we are seeking to identify an institution that will become the Secretariat’s new host by 2010. It will likely be based in the Philippines.

telecentre.org is a 21-million dollar program that aims to improve the social and economic impact of grassroots telecentres around the world by supporting the networks that work with them. It is also a global movement of people and organizations that believe information and communication technologies have the power to transform communities by bringing the knowledge society to their door.

Since creating telecentre.org in 2005, its original funders — the International Development Research Centre (IDRC), Microsoft and the Swiss Agency for Development and Cooperation — planned for both the successful start up of telecentre.org and the eventual transfer of the program to an organization in the developing world. Today’s announcement signals that, with its success secured, telecentre.org is now ready to make progress towards achieving its long-term goal.

News of the transfer is particularly welcomed by IDRC, the current host of telecentre.org. This is consistent with IDRC’s commitment to building capacity in developing world institutions. IDRC will continue to be involved in telecentre.org in the future. Microsoft, in addition to other core contributors and donors, has also expressed interest in becoming involved. .

In the meantime, a working group has been struck to develop a more detailed plan for the telecentre.org transfer and a meeting of telecentre.org’s stakeholders is also scheduled this September in the Philippines to further detail developments.

Watch this space for more information about the telecentre.org devolution, as it becomes available.

Devolving the programme to a developing country is certainly a positive initiative. We in Mozambique are extremely interested in accompanying developments, both in general and knowing more about how they might affect us. I believe we are also stakeholders of the global community of telecentre.org - it would be nice if we could make some input now and again, perhaps as you move towards the stakeholder meeting?

I think we have to plan for Telecenters with 2-3 computers run by volunteers or semi paid staff, Even the best telecenters not using IT tools for administration, management, and business reporting. One problem is brain drain, people we train leave...

Richard Heeks in his paper argues that ICT4D 2.0 designs around the specific resources, capacities and demands of the poor. Or, we can transform "the network is the platform" to argue that while ICT4D 1.0 saw ICTs as a tool for development, the s...

The success of Shilpa Sayura in up-scaling and replicating its 20 pilot Telecenters into 150 Telecenters in less than 3 years is indeed very remarkable. With that, I could say that the people behind Shilpa Sayura really did some honest-to-goodness...

Yes Jan, wiki can be that spark or highway that can lead to faster grass roots-based development. And looking into the connectivity issue among developing communities, for us to generate a much broader base, wiki could be part of the solution.
